The 13th Summit of the SCO Member States to be held on September 13, 2013 in Bishkek

The 13th Summit of the SCO Member States to be held on September 13, 2013 in Bishkek, the Kyrgyz Republic.

It is expected that on the first day of the Summit the Head of Member States of the SCO will hold a number of bilateral meetings.

The event will be preceded by joint photography and private meeting of the Head of Member States of the SCO.

On completion of the private meeting the Head of Delegations of the Islamic Republic of Afghanistan, Republic of India, the Islamic Republic of Iran, Mongolia, the Islamic Republic of Pakistan, and also the United Nations, the Commonwealth of Independent States, Organization of Collective Security Treaty and Eurasian Economic Community will join the Head of Member States of the SCO.

After joint photography the participants will hold a meeting of Council of Head of Member States of the SCO in an enlarged composition.  President of the Kyrgyz Republic H.E. Mr.Almazbek Atambayev as the Chairman of the SCO will open the meeting. The Head of the Observer States of the SCO and delegations of the international organizations will deliver their statements after statements of the Head of Member States of the Organization.

On completion of signing of final documents it is expected that the Head of Member States of the SCO will deliver their statements for the Press.

All representatives of mass media are to be located in the Press Center of the 13th SCO Summit which will be organized in “Ak-Keme” hotel. The Press Center will start its work on September 12, 2013. A direct transmission of all the events of the SCO Summit as well as all necessary facilities for the work of journalists will be provided.

The participation of Kyrgyz Republic in Shanghai Cooperation Organization activity

           Kyrgyz Republic is one of the constituent states of Shanghai Cooperation Organization, initiated on the base of “Shanghai Five”- Kazakhstan, China, Kyrgyzstan, Russia, Tajikistan (Uzbekistan joined later in June, 2001). The main objectives and goals of the Organization is an encouragement of effective, regional cooperation in the area of political, trade economic, culture-educational, etc. as well as support and securing peace, safety and regional stability. All this period of time of being in SCO membership, Kyrgyzstan is leading a participation on cooperation within the framework of the SCO. So, the idea about the Regional antiterrorist structure development in SCO belongs to Kyrgyzstan.

In this context the first SCO member-states representatives meeting on RATS SCO start-up facility was carried out on September28, 2002. As well as within the framework of the development of an international economic cooperation, the first SCO member-states Ministers of Transport meeting was held on November20, 2002. A special priority was given to the SCO member-states attorneys general meeting, where the rules and regulations of the attorneys general was established in Bishkek, September 4, 2003. From the beginning of 2004 two permanent bodies function within the organization: the SCO Secretary in Beijing and The Executive Committee of the SCO Regional Antiterrorist Structure in Tashkent.

According to the rotation as the SCO secretary general from Kyrgyz party was the delegate Imanaliev M.S. from January 1, 2010 to December 31, 2012. The delegate of Kyrgyz party Subanov M.U was the EC RATS SCO Director from 2007 to 2009. The SCO member-states political executives regular meeting was held in Bishkek on September 23, 2004, regarding the results  important economical documents were signed, such as an action plan on implementation of the  SCO member-states various trade and economic cooperation program, the SCO basic financial status, also a number of documents on further advance of the SCO development Fund works, the SCO Business Council etc..

The SCO summit meeting took place in Bishkek on August 16, 2007, according to the results  the SCO international treaties were signed, including new political emphasis under the SCO: long-term agreement in good neighborliness, friendship and the SCO member-states cooperation, the SCO member-states governments agreement on cooperation in the sphere of culture, the SCO interbank association and Business Council cooperation agreement.

The Kyrgyz Republic having accepted the chairmanship in the SCO for 2012-2013, making every effort on further advance of  comprehensive cooperation. The specialness of the Kyrgyz chairmanship in the SCO is that two SCO higher authorities main meetings are being held in the territory of Kyrgyzstan, the SCO government executives meeting in December, 20012 and the SCO head of state meeting in September 2013. The SCO history didn’t have identical practice from the day of organization foundation. The SCO government executives meeting was successfully held in Bishkek on December 4, 2012, which is confirmed by accepted and authorized documents such as the SCO budget decision for 2013, the event list on further development of the project activities  under the SCO for 2012 -2016,  Protocol for the SCO member-states governments agreement on mutuality of an emergency recovery cooperation and the memorandum between the SCO member-states customs services on cooperation of intellectual property defense of rights.

As it was stated several times, for Kyrgyz party one of the most priority area in SCO cooperation is an economics. The Ministers meeting is the coordinating organ in this area, which is responsible for the external economic and foreign trade activities. Also functions mechanisms of regular meetings of Ministers for Transport and Communication, Agriculture, customs services chiefs etc.. To ensure effective financial and economic support of the performance of a program common projects on carrying out the SCO member-states various trade and economic cooperation activities (signed on October 30, 2008, in Astana), the SCO Business Council and interbank association are formed.

The expert working teams are formed at the moment which includes the representatives of the SCO member-states, to set-up the SCO development special account and the Bank, the state and private finances using tools for the common projects implementations. Giving weight to the support of safe and effective international road haulage for the development of the states external economic ties, the project of the SCO member-states governments agreement on international road haulage sponsorship is being developed over a period of several years by the experts. Kyrgyz Republic is the drug trafficking management cooperation  active partner. The legal platform of this direction is the SCO participating states agreement on cooperation of anti-drug trafficking, psychotropic substances and theit precursors from June 17, 2004. The three leveled tool of the counter-drugs cooperation is made-up within the framework of the cooperation (expert working team, senior officers meeting and competent authority chiefs meeting).

The meetings of the four experts working team on counter-drugs cooperation branches are permanently carried out. Further efforts initiated by Kyrgyz side are focused on the development of multilateral cooperation in the cultural, humanitarian sphere, which is important for strengthening the SCO good-neighborly relations and friendship. One of the directions of the SCO multi-faceted cooperation is in the field of education. The intergovernmental agreement on educational cooperation was signed during the SCO summit in Shanghai in June, 2006, within the framework of which regularly carried out the SCO member-states Education Ministers meeting, educational expert working team session, “The SCO member-states education week” at which take participation the state-observers representatives-India, Iran, Mongolia and Pakistan. Attaching great importance to the role of younger generation, the Kyrgyz Republic proposed to hold the SCO youth forum on the shore of Issyk Kul lake, which was held in September, 2011. Later, multiple forums were carried out in the territory of Russian Federation, Chinese Peoples Republic and Kyrgyz Republic.

The main cooperation direction between the SCO member-states is the mutual prevention of emergency situations. As a cooperation top-priority task the emergency due notice defined in this sphere, simplified border crossing and established winding-up emergency tools, signed in July 2005. The SCO cooperation is one of the top-priority goals of Kyrgyz Republic multilateral diplomacy in the number of objective factors.
